    Bob Stark Novice Tournament Rules 2012

    All teams must have a representative submit an Approved Roster and Travel Permit 45 minutes before their first game. Players do not need to check-in. Teams should be prepared to start 15 minutes early (except for first game each day). Home team will wear dark coloured jerseys if available.

    Round robin games will consist of three, 10 minute periods with points in the round-robin awarded as follows:

    2 points for a win
    1 point for a tie
    0 points for a loss
    New this year: Maximum “official” game score difference is seven (used in tie-breaking formula)
    e.g. a 12-2 game score will be recorded as 9-2 & 12-0 score as 7-0

    Tie Breakers for playoff seeding (applied in order given):

    1) If two teams are tied, head to head results will determine placement
    2) If three or more teams are tied (or if two teams are tied & did not play each other):
    a) total goals for and against formula i.e. GF divided by (GF+GA)
    b) fewest goals against
    c) most goals for
    d) most periods won
    e) fewest penalty minutes

    The game clock will “run” (unless there is an injury) in the 3rd period if the difference in goals is five or more. Penalties will be served as three minutes for a minor and seven for a major (player cannot return to the ice during a face-off). Stop time will resume in championship final games only if the difference becomes three goals or less.

    Semi-Finals 10-10-12 Championship Final games will be 10-10-15

    If play-off games are tied, there will be one, five minute, “sudden-victory” period of three on three skaters plus a goalie. Players can be substituted freely during this period. During overtime, a penalty will result in the non-offending team adding a player to the ice (max. advantage 5 on 3). The penalized player may return to the ice after serving the penalty (unless there are more than two penalties), but three on three, or four on three, will resume immediately after the next whistle. Penalties carry over from the 3rd period.

    A shoot-out will follow, with each team choosing three shooters plus an alternate (all players selected before the game). The cumulative score of all three shooters will determine the winner.

    If still tied, a sudden-victory shootout will take place, with each team shooting until one team scores and the other doesn’t. No player can shoot twice before all others have participated. Goalies can be changed if desired (no warm-up).

    Teams are permitted one, 30 second time-out during Championship final games only. This time out cannot be saved for overtime.

    All major penalties and suspensions will be served as per the OHF minimum suspension rules. All coach ejections will also be reviewed and may result additionally in his/her removal from the rest of the Tournament.

    Semi-final trophy presentations will occur in dressing rooms, Championship presentations on ice (if time permits). Tournament committee reserves the right to change the format due to unforeseen circumstances.

    Big Bear Tournaments

        2012-2013 Rules and Regulations

    Regulations
              1.  All Teams must be rostered with USA Hockey, the Canadian Hockey Association
                   or the appropriate IIHF affiliate.
              2.  Teams are required to bring their official team roster or player cards, as well as,
                   their travel permit (if required by their governing body) to each game.
              3.  Teams should report to the arena at least one hour prior to each game.
              4.  A maximum of four team officials may be on the player’s bench at one time.
                   Additionally, each team will provide a penalty box official.
              5.  All teams must be prepared to begin any game 15 minutes ahead of schedule.
              6.  In most instances the home team will wear white jerseys and visitors wear dark. 
                   If a team has 2 sets, it is strongly recommended that they bring both sets to each game.
                  The home team will be listed first on the schedule.

    Scoring Rules

                1.  Divisions not playing a round robin (6 teams) will be scored by the period in addition to the
         standard scoring described in paragraph 2.  Period scoring is 1 pt for win, 0.5 pts for a tie,
         and 0 pts for a loss.  There is a possible 5 points per game.
    2.  All divisions will be scored 2 pts for a win, 1 pt for a tie, and 0 pts for a loss per game.

                3.  Any forfeited games will be recorded as a 3-0 score.  Any forfeited games affecting another  
         team’s playoff status, may be reviewed by the tournament director to determine which  
         teams advance beyond preliminary round play.  Use of ineligible players will disqualify a  
         team from the tournament.  All games played by a disqualified team will be forfeited.  No  
         monies will be refunded.
    4.  If a team is down by 5 or more goals in the 3rd period, running time will commence.  If the  
         gap is closed to two goals, stop time will resume.  The maximum goal differential
         attainable per game is +/- 6.

    Officials
              1.  All Big Bear Tournament officials are current members in good standing of USA
                   Hockey and are deemed qualified to officiate at the level of play assigned. 

                2.  A zero tolerance for verbal abuse is in effect and will be enforced for all team officials,

                   players, and spectators. 
                3.  Appropriate penalties will be assessed for disputing or arguing a decision of the officials,

                   any visual demonstration of dissatisfaction, or for the use of obscene or vulgar language
                  to anyone at anytime during the tournament.
              4.  Please keep in mind that the tournament director does not have the authority to reverse
                   the decisions of the game officials.

             

    USA Hockey Rules
    1.  Big Bear Tournaments are sanctioned by USA Hockey.  The following USA Hockey
         rules may not be familiar to teams from other IIHF affiliates.
              a.  Any player receiving 5 or more penalties in 1 game must sit the following game.
              b.  If a team receives 15 or more penalties in 1 game, the head coach must sit the
                   following game.
              c.  There is no center ice red line except for icing.
              d.  There is no off-sides tag-up rule for U12 (Peewee) and below.
              e.  U14 (Bantam) teams and above allow for a delayed off-sides or tag up.
              f.   Body checking is prohibited for U12 (Peewee) and below.                                                                                              
              g.  Canadian teams are required to wear mouth guards and neck guards according to the
                   rules of their governing body.                                                   
              h.   Anyone receiving a game misconduct must sit the next game.
              i.   Anyone receiving a match penalty is disqualified from further play.

    2.  The acting tournament director (ATD) reserves the right to take measures necessary to  
         ensure a safe tournament for the participants including the modification of any rule(s)  
         herein which is deemed by him/her to be in the tournament’s best interest.  Decisions
         of the acting tournament director are final.

    Game Format

                1.  3 minute warm-up.  Midget games are subject to curfew at the ATD’s discretion. 

    2.  In the semis and final, if the teams are tied at the end of regulation a three minute 4 on 4
         sudden death overtime will occur followed by a three minute 3 on 3 sudden death overtime.   
         All three minute periods will be running time.  If the score remains tied after the overtime
         periods, a SHOOTOUT will take place. 

                3.  Each head coach will designate five shooters to represent the team in the shootout prior to  
         the game with an asterisk by their names on the score sheet.  If a designated player is either  
         injured or serving a penalty, the coach must chose another player to participate in the
         shootout.  Each designated shooter for both teams will alternate shots, home team first,      
         with all 10 players shooting unless the advantage by one team is out of reach.  If the score
         remains tied, new players will participate in a sudden death shoot out with the visiting
         team shooting first.  The players in the 1st group of 5 may not shoot again until all other  
         eligible players on their team have had a turn.  Goalie are not eligible.

    Semi-Finals & Finals

              1. Please refer to tournament scoreboards or speak to a tournament official in order to
                  determine the playoff format for each division. It is incumbent upon the team officials to
                  confirm with a Big Bear representative whether or not their team has advanced beyond

                  preliminary round play prior to leaving the arena following their final preliminary round
                  games.



    2. Tiebreakers - To determine teams advancing to the semi & final rounds.  If more than 2

                   teams are tied, as soon as the tie is broken, the tie breaker is reapplied to any remaining ties.
                   For divisions where there are 3 tied teams see Para. 3b, c, and d.

                       a.  Head to Head Competition - Direct play between two tied teams.

                       b.  Goal Differential - The team with the greater goal differential will advance. 
              c.  Fewest Goals Against

                       d.  Lowest Total Penalty Minutes

              e.  Coin Toss

    3.  Special Exceptions

    a.  In a division of 6 or 8 teams where crossover games are the format, the top point  
         getters will advance based on the division format  and at the ATD discretion.
    b.  If all tied teams have not played one another, then “head to head” competition is not  
         applicable and goal differential will be the first tie-breaker.  The only exception to
         this rule is in the event of a three way tie where one of the tied teams has defeated
         both the teams they are tied with in points after preliminary round play.  For
         example: team “a”, team “b” and team “c” are tied.  Team “a” has defeated team “b”
         and team ”c” in preliminary round play.  However, team “b” and team “c” have not
         played one another.  In this case, team “a” would advance because during
         preliminary round play they defeated both the teams that they are tied with in points.
    c.  In a situation where three or more teams are tied and all teams have not played  
         against each other and goal differential is used as the first tie breaker thus eliminating
         one or more of the tied teams, then the “head to head” tie breaker will take precedent
         if “head to head” conditions exist.

    d.  Three tied teams – all three have played each other and have alternated victories
         and/or ties.  For example: team “a” has defeated team “b”.  Team “b” has defeated  
         team “c”.  Team “c” has defeated team “a”.  In this instance, goal differential
         involving games among tied teams only would be the first tie-breaker used. 
        Therefore, goal differential of  team ”a” vs. team “b”, “b” vs. “c”, and “c” vs. “a”
        would be tallied and the team with greatest goal differential would advance.  If still
        tied, tie breakers 2c and 2d would be applied in order using appropriate data from
        games among tied teams only.

              4.  One, 30 second time out per team, per game, is allowed for semi-final and final games
                    but not in the overtime.

              5.  For the final:  while the team finishing 1st is typically the home team, an exception, where
                   necessary, will be made to afford players the opportunity to wear dry jerseys.

                6.  These rules may be amended prior to the tournament to coincide with any changes in
         the tournament format.

    MINOR NOVICE SILVER PLAYOFF SCHEDULE


    WEST LONDON MINOR HOCKEY TOURNAMENT

     RULES AND REGULATIONS

    1.            Please register with the tournament convenor at your first rink at least 30-45 minutes prior to your first game and present your CHA stamped cards or roster. Only rostered and approved affiliated players are eligible to play.  

    ALL TEAMS REQUIRE A CHA CERTIFIED COACH AND TRAINER ON THE BENCH FOR ALL GAMES. 

     

    2.            All teams must be ready to play their games at least 15 minutes in advance of the scheduled time.

     

    3.            All teams shall bring two sets of uniforms.  The visiting team will wear light jerseys and the home team will wear dark.  Tournament organizers will provide jerseys to visiting team if both teams have only one set and there is a conflict with colours.  If only one team has an alternate set they will be required to wear the set that is opposite to the other team.

     

    4.            The tournament officials will settle any dispute arising from the interpretation of the tournament rules.  All decisions are final and no protests are allowed.

     

    5.            In all age categories points will be awarded as follows:

    WIN - 2 Points                                                LOSS - 0 Points        TIE - 1 Point

     

    6.            Player suspensions for various infractions will be administered as per MINOR HOCKEY ALLIANCE RULES.   Any team permitting a player to participate in a game that he/she is suspended or ineligible will automatically forfeit the game 3-0.

     

    7.            All CHA and Alliance Rules will apply plus. 
    All teams will be allowed one (1) 30 second timeout per game.

     

    8.            Mouth guards are recommended but not mandatory.

     

    GAME TIMES AND PROCEDURES

    Game sheets will not have to be signed by the individual players but each team is responsible for having available their CAHA approved player cards or rosters. Coaching staff are to sign and okay game times and curfew information. Game times will not be changed once game has started. Please make sure all players and coaches are listed on the game sheet.

    All games will be 3 periods of 10/10/15 stop time. Tie games will count as 1 point in round play.

     

    Ice will be flooded prior to each game.  Be prepared to play 15 minutes prior to your game time as we will play in advance of the schedule time when possible. 

     

    A 3-minute warm-up will be permitted at the start of each game. 

    ·        The time clock will be run on straight time during the third period when the goal differential is 5 or more.  Penalties will be also run on straight time during this scenario. Clock will continue at straight time until conclusion of game. 

    ·        Due to availability of ice, Tournament Convenor reserves the right to curfew games prior to their commencement.

    AWARDS

    A team trophy and individual awards will be presented to the Tournament Champions and Tournament Finalists.  Awards will be presented to PLAYERS ONLY.

     

    DIVISIONS

    a)            For 8 team groupings the top 2 teams of each group will advance to the next round.

    b)           For age categories made up of 10 teams, there will be a 6-team and a 4-team division.  1st and 2nd place of the 4-team division will receive a bye to the semi-finals and the top 4 teams in the 6-team division will play-off to determine which 2 teams advance to the semi-finals.

    c)            For 6 team groupings the top 4 teams will advance to the next round

    d)            For 4 & 5 team groupings the top 2 teams will advance to Final

     

    TIE-BREAKING FORMULA

    In the case of ties within each age category, the following procedures will be used:

    A)   If 2 teams are tied in points after round robin games and one has a win over the other, the team with the win will advance. If teams tied during round robin play the team with the highest percentage will advance.

    If 3 or 4 teams are tied in points after round robin play the team(s) with the highest percentage, will advance.

     

    NOTE: – All games are included

    Example – Goals for 10, Goals Against 4

    Percentage – 10/10+4 = .714

     

    If a tie still exists in A or B above:  Ties will be broken in the following order:

    a)            If still tied the team with least goals against will advance.

    b)           If still tied the team(s) that scored the first goal when they played each other will advance.

    c)            If still tied the team(s) with the least number of penalty minutes will advance.

    e)            If still tied tournament officials will decide on the advancing team(s) through a coin flip.

    PLAY-OFF and CHAMPIONSHIP GAMES

     

    All games will be 3 periods of 10/10/15 stop time. The Higher seeded team will be the Home team. There will be no curfew but the tournament convenor reserves the right to curfew games prior to their commencement. Coaches are required to initial game sheet prior to start of game to verify game times and curfew. Tied playoff games will be decided in sudden victory 4 on 4 overtime.  Overtime periods will be 10 minutes in duration. Teams receiving a penalty in overtime will play one man short. If a team receives a 2nd penalty the other team will add one player until first whistle after a penalty has expired.

    If still tied after a 10 minutes OT a shoot-out will be used to break the tie. Prior to the start of the game each team to pick 3 players.  Each of the 3 players shoots once (Teams alternate shots, visiting team shoots first) and the total goals will be compared to determine the winner. If still tied players not yet used shoot one at a time until the tie is broken. Players may not be used a second time until all players (except goalies) have been used once. Goalies can be exchanged at any time during the shoot-out.
